There are two types, Basic and Advanced. Advanced skills cannot be used unless bought, and can only be bought through experience. Basic skills can be used by anyone, although if used untrained - the attribute score is halved. Let's say Dodge. Anyone can dodge something, but if you are not trained in Dodge, then you only test with half of your Agility.
Some RACES allow Advanced Skills to be treated as basic skills. For instance Imperials allow Common Lore: Imperial Creed (int) to be treated as a Basic skill, meaning they have a chance at recalling the Imperial Creed, whereas a Hiver or Voidborn or Feral wouldn't know it unless they study it (buy it through their class). This represents Imperials being exposed to the preachings of the Emperor on a daily basis, whereas others might not.
Each CLASS has certain skills granted. For instance, Scum grant Awareness as a class skill. That means that although Awareness is a basic skill and anyone can make the check (It's probably the most commonly used skill), Scum make it at their full Perception score instead of half. Most classes either start with Awareness or can buy it first level.
Basic Skills - those that everyone can do, half skill if untrained: (D&D names or descriptions)
Carouse (Resist Drug and Alcohol effects)
Contortionist (Escape Artist)
Dodge (NOT D&D Dodge - skill used to defend against attacks)
Skills usually only require a test if there is a penalty for failure or in a stressful situation. Speak Language: Low Gothic (an advanced skill that all classes are trained in) will only be tested if trying to understand a strange dialect or give real-time instructions on dismantling a bomb, for instance.
